The role of ICT in Education in the Realization of Vision 2020

Schools improvement in:

  1. Information and Communication Technologies 
  2. Teaching and learning processes

  3. Educational innovation and quality:

  • to examine teachers’ perceptions on which teaching and learning processes could be improved through the use of ICT, and

  • to outline the involved factors for the effective use of ICT from the point of view that it is a key factor for innovation.

A teacher requires many educational and didactical skills to deal with questions adequately.

  • A great pedagogical, didactical an educational psychological craftsmanship.
  • To be a professional on the subject matter (vocational content)
  • A large knowledge of (the application possibilities of) modern educational tools.
  • Skilled to ‘cut to size’ of student guiding processes (e.g., formulating assignments, structuring the guiding process, assessment etc.)

The new learning environment differs from the one we are familiar with; the teacher has to cope with many more uncertainties. A curriculum in which lessons and content are fixed no longer exists. As a result, the teacher has to organise his work in another way (working in projects is mentioned explicitly). Moreover, the teacher cannot create new learning environments completely independently (anymore). He has to depend on al kinds of things like the technical infrastructure, timetables and the activities of other teachers. In doing so, the teacher looses a part of his autonomy (another core problem) and therefore, he is forced to collaborate with his colleagues in a way entirely different from that he was used to.

It requires skills like:

  • Creativity
  • Flexibility
  • Logistic skills (e.g. for assigning work- and study places and grouping students)
  • Skills for working in projects
  • Administrative and organisational sills
  • Collaborating skills.

ICT is meant to make easy, fast and effective all tasks un which it is involved. Talking about its role in achieving the vision 2020, we can say that there is no achievement without ICT because in vision 2020 we need accuracy, quality and quantity so that we can achieve more in less time. The role of ICT in vision 2020 is to help in many tasks we have to handle.

As national plan to increase use of ICT to facilitate the creation of high and intermediate technology enterprises and develop access to ICT down to all levels, through teaching science and technology at secondary and university levels, it will help students to increase their standard of using ICT in the coming years to build nation and also we will have quality teachers that teach by using technology, and also ICT it will help us to get Quality education.

AS we all know ICT plays a very big importance in today's world economy..

our country has take a decision to adopt the use of ICT in all sectors including education. the Rwanda vision 2020

will be achieved through the use of ICT. therefore, ICT must be taught in all subject to improve the way of doing things.

in education sector, ICT will help our students to acquire the  required skills which will be useful to implement the vision 2020 goals and to move forward and be able to compete with other countries  .

The role of ICT in Education in the realization of the National Vision 2020 is that: 

Information and Communication Technology (ICT) has become the most popular and easy means of broadcasting of information and communication. For a nation to be able to build its capacity through Technical and Vocation Education (TVE) for the realization of Rwanda vision 2020. In other words, the ICT in TVE must be strengthening at the base level for effective realization of the vision 2020. 

In Vision 2020 concerning  Education we can found: Education for all, one laptop per child: every child must use the laptop. Competence based curriculum; this Curriculum is used from theory to practice.

ICT is of great significance in the realization of vision 2020 beacause of the following reason:

1.ICT helps to get open mind by accessing information easily and sharing thoughts

2.It improves the skills of people(Contribute to the development of a workforce equipped with the ICT skills needed for employment and use in a knowledge-based economy.)

3. The use of ICT helps to save time and here many goals can be achieved in less time.


Note: skilled citizens are productive labour force who contribute a lot to the development of a country.So ICT is very important in the realization of the vision 2020.

ICT (Information and Communication Technology) lCT exposes learners to various technological tools including computers, Internet, broadcasting technologies (radio and television), telephony and others to enable them  to  access,  manipulate and  provide information. The  subject provides basic computing  skills   and exposes learners to common application software such as word processing, spreadsheets, presentation and geographical information systems to assist the individual in  his/her daily  life.   The internet is the basic foundation through which individuals gain access to the  world of  communication, research and  innovation.


With the ICT curriculum for Ordinary level, learners gain basic knowledge and skills that enable them to be familiar with the computer as a tool for everyday life. The Computer Science curriculum for Advanced level Science combinations is built on this prerequisite. Computer science is intended to produce graduates prepared for both the labour market and higher education studies. Programming is a central component of computer science which uses a wide range of algorithms in problem solving and creativity.

With this use of ICT the Vision 2020 will be achieved

ICT is central to Rwanda’s Vision for 2020, and ICT in education is one of the core pillars of the country’s
National Information and Communications Infrastructure Policy and Plan, adopted in 2000. Tremendous progress has been made since then and the country continues to receive plaudits and support from its development partners. The pace of development of a national  ICT  infrastructure is remarkable as is the progress within the education system on disseminating computers and providing connectivity and teacher training. Moreover, there is a nation wide effort to provide universal access to both infrastructure and the
Internet in order to facilitate ICT4D in the broadest sense.

·         ICT in education can help streamline education system processes and, thereby, improve the quality of education.

·         ICT can play a central role in opening up access to lifelong learning programmes. Creative learning options come from creating flexible learning spaces, such as interactive websites, chat rooms, web-based courses and online libraries.

·         An inclusive education takes into account the specialised learning needs of vulnerable people, including women and girls, children of migrant workers, refugees, children with disabilities, and ethnic minorities

·         ICT in education can help all types of learners as it breaks down some of the barriers to access they encounter

·         The key to improving the quality of education begins with addressing the main components of an education system and determining how they interact. Quality learning results from addressing all processes within the education system: context of learning, learner characteristics, enabling inputs, teaching and learning support, and outcomes2 – and then finding ways to improve each process

The role of ICT in Education in the Realization of Vision 2020. 

From now until 2020, Rwanda projects to have adequate, highly skilled scientists and technicians to satisfy the needs of the national economy. There is a need to generate, disseminate and acquire scientific skills as well as technological innovations, in addition to integrating them into the social and economic development drive, detailed above. 

In order for Rwanda to achieve this objective, it will have to develop the teaching of science and technology at secondary and university levels. It will facilitate the creation of high and intermediate technology enterprises and develop access to ICT down to the administrative sector level, in accordance with the national ICT plan. Another role of ICT in 2020 is communication. The communication policy will take advantage of the small size of the country. By 2020, Rwanda projects to have internet access at all administrative levels, for all secondary schools and for a large number of primary schools. Telephone services will be widespread in rural areas and efficiency of public services will have increased through the application of e-government principles.

the role of ICT in vision 2020 realization is a great deal,for this reason, first of all we as teachers we need positive attitude towards ICT because teacher is one who plays a great role in the development of the country through the results brought by the students they teach. the teachers need to introduce use of ICT at school and the students will be familiar with ICT and the students after ending their class they will apply the ICT skill got from school in their everyday activities
