the major problem we may face to implement ICT in teaching and learning is the poverty and lack of skills specifically to the learners and teachers.
possible solutions : the government of RWANDA could provide the possible ways to ean money so that learners and teachers may buy computers so that learners and teachers may become friendly to the ICT tools
