•           Raising awareness among students, teachers, and parents of the value of ICTs.

Not only that but also we need to encourage the sustainable training on ICT essentials for teachers, to encourage again the deployment of ICT resources at schools and encourage school staff to integrate the use of available ICT resources in their every day activities including teaching and learning.....

Implementation of the policies at National level will be done in the following  way:

The implementation of the new curriculum will be carefully monitored so that any barriers to success can be identified and rapidly addressed.

At agreed intervals the impact of the curriculum will be evaluated.

Responsibility for monitoring and evaluation lies at every level of the education system from individual teachers through to the Ministry of Education. 

  At classroom level:

The spirit of implementing new curriculum will be done like that: every concern will do this,

a)    engage learners to participation in new curriculum activities

b)      builds students’ confidence in their learning skills and positive attitudes to learning; and the extent to which:

Rwanda Vision 2020 aims at moving Rwanda from “an agriculture based economy to a knowledge-based society “and middle-income country 2020.

The Education Sector Strategic Plan (ESSP) calls for 3 strategic goals to be addressed for education to fulfill its potential in the development of Rwanda.

ICT (Information and Communication Technology) ICT in class exposes learners to various technological tools including computers, Internet, broadcasting technologies (radio and television), telephony and others to enable them to access, manipulate and provide information. The subject provides basic computing skills   and exposes learners to common application software such as word processing, spreadsheets, presentation and geographical information systems to assist the individual in his/her daily life.   The internet is the basic foundation through which individuals gain access to the world of communication, research and innovation.

To the national level:

All administrative will be involved in implementation of the competence based curriculum as to enable educators and students to use ICT as a tool to improve the quality of education in all subjects at all levels in teaching and learning practices.

ICT must support the emergence of teaching and pedagogical student-centered approaches as well as encourage research, communication and collaborative learning.

All required materials: Computers, Rooms, qualified teachers, electricity, wireless,...have to be available

This policy just to improve preparation of the current generation of students for a workplace where they will access ICT tools like computers,internet and other related technologies including phones which are becoming ever more and broadcasting tools like radios and televisions. these tools play an important role in technological literacy and ability to use ICT tools effectively.. The policy focuses on both Formal education and Non-formal education. FORMAL EDUCATION In this sector the policy focuses on -Promotion of using open distance and e-learning -promotion of the use of Open education resources -Promotion of teaching ICT as a subject matter -Ensure primary, secondary , TVET and higher education whether educators are using ICTs in their teaching and learning activities. NON-FORMAL EDUCATION TO non formal education, is just promoting the use of community learning and information centers and libraries and open and distance learning to all Rwandans. Creation of leverage partnerships with private and community -based organizations to provide learning opportunities and improve ICT literacy for all Rwandans. thank you!

The government of Rwanda through Ministry of education set effective policies that encourage and empower teachers and students to use ICT as an integral part of the education process.

Such as :

1. ICT in  Education

2.  Training and Capacity Building

3.Management, Support, and Sustainability

4. Curriculum design, delivery and assessment

5. Open Distance and e-Learning

6. Access and Equity

7. Research and Development

8.Monitoring and Evaluation

  

   

  • The aforementioned policies will be implemented at:
  •  national level when the ministry of education :

1.Provide ICT infrastructure and connectivity to all schools

2.  Develop national teacher training strategy  and Train teachers in utilization of ICTs.

3. Strengthen industry, government and academia collaboration, particularly Research and Development.

5. Facilitate acquisition of ICT tools for teacher /students through schemes such as loans/subsidies

6. ICT awareness campaign and sensitization in schools

7. Enhance and promote ICT utilization in the teaching and learning process


  • At school level:

1. Support acquisition of ICT skills within institutions.

 2.  Increase availability of quality ICT technical support for schools

3. supplying the following education ICT tools at each shool:

This includes:

  •   Computer based technologies,
  • Digital imaging(cameras,…)  
  • The internet,
  • file servers,

At national level

ü  Develop Education leadership and teachers’ capacity and capability in and through ICT Leadership Development: Leadership development in the ministry and among school leaders that helps, leads, supports and encourages the regular use of ICT in schools and classrooms.

ü  Develop Clear and effective policies that encourage and empower teachers and Students to use ICT as an integral part of the education process. 

ü  Increase ICT penetration and usage at all educational levels ICT Infrastructure; is the scalable ICT infrastructure, broadband and user support required to transform our schools into “Smart Schools” (in line with the Smart Rwanda vision). Interactive White Boards, servers, local area networks, cloud services, broadband connectivity and power.  Devices; student and teacher devices with appropriate education software.

Ø  Students must be prepared for the 21st century and given abilities needed to
succeed and thrive in today’s complex, technology-based global economy, and to be
active 21st century global citizens.

Ø  Clear and effective policies that encourage and empower teachers and
students to use ICT as an integral part of the education process.

Ø  To Development and acquisition of digital content, aligned with the curriculum and that focuses on project and activity-based learning and is fully integrated with the use of ICT, along with the associated
formative assessments.

Ø  To publish on the new curriculum to develop e-textbooks in line with the new curriculum and adapt local and international, content to complement/ supplement the core e-textbooks.

Ø  Make the ICT subject examinable at national level to encourage students to learn it.

Ø  A lot of trainings of using ICT in education for teachers and all education stakeholders.

1.      You can use ICT to improve the quality of teaching and learning materials through the use of digital learning resources.

2.      Multimedia interactive digital content can be used to motivate students, improve conceptual understanding and retention of key topics.

SUMMARY ON ICT IN EDUCATION POLICY

Rwanda vision 2020 objective is to increase the quality of education in all levels in order to develop economy of our country.

The vision 2020 place ICT  at the heart of the transformation across all sectors.

The ICT use in Education is seen as a strategic level for achieving this transformation

This policy complements the overall SMART RWANDA strategy, it implement the SMART EDUCATION.

 

There are three goals to be addressed for Education sectors strategic plan:

  •  To expand access to education at all levels
  •  To improve the quality of education and training.
  •  To strengthen the relevance of education and training to labor market including the insertion of 21th century skills.

ICT in education can lead to achieve our goals and addressed the key challenges of access.

Rwanda government started to distribute computers, internet connection, and electrical power in different schools for increasing technology in education for improve quality of education.

Rwanda Education Board ( REB) also establish a new curriculum based to competence  skills
Competence Based Curriculum (CBC) In order to increase the level of learners to be competitive to the international market of job.

REB also and any other sponsors started to train the teachers about how to ICT in education to support the new curriculum for increasing the quality education based on technology.

 

As conclusion, ICT in education is targeted to achieve the following:

 

  •  Increase access to basic education for all for both formal & not formal education using ICT as one of the major tools for Teaching/learning, searching and information sharing.
  •  Improve the quality of basic education and promote independent and lifelong learning, especially from primary to tertiary education
  •  Contribute to the development of a workforce equipped with ICT skill needed for economy and jobs

There are many policies of ICT in education some are follow:

  •  Increase ICT penetration and usage at all education level
  •  Develop a component & relevant ICT professional base to meet education needs.
  • Develop education leadership learner’s capacity and capability in and through ICT
  •  Enhance Teaching/learning and research through ICT integration in education

ICT policies will be implemented in the all schools of our country depending to the following points:

  •  ICT infrastructure will lead schools to be smart schools
  •  Distribute an electrical power at all national schools
  •  Distribute an internet line at all national schools
  •  The ministry in charge of education will try to train the teachers about how to use ICT especially in Education
  •  Distribute Computers and any others ICT tools in the national schools

ICT policies will be implemented in our school depending to the following points:

  • Increase the skills level of the learners in using ICT
  •  Teachers should use ICT in Teaching and Learning
  •  Encourage the learners to make research on internet
  • Encourage the learners to share ideas using technology.

• Increase access to basic education for all, for both formal and non-formal education, using ICT as one of the major tools for learning, teaching, searching and information sharing.

 • Improve the quality of basic education and promote independent and lifelong learning, especially from primary to tertiary education. 

• Contribute to the development of a workforce equipped with the ICT skills needed for employment and use in a knowledge-based economy.

In different phases of implementation, the government have prepared the ICT policy

u Where the policy was designed to guide the process of harnessing, deployment and exploitation of ICTs within the Education Sector to support its organizational activities and operations within the framework of the national ICT-led development vision. 

u  summarize of ICT policy documents:

u  develop a common understanding about ICT in education among all stakeholders. 

u Harmonization environment, mechanisms and priorities for ICT in education. 

u Prepared relevant content to the labour market. 

u  Harmonization between centralized and decentralized levels of the education system. 

u  encourage Public and Private Partnerships and support of Development Partners.  

u  Support Rwanda’s effort to export ICT in education models to Africa in general and to the EAC and COMESA in particular. 9 Short-Term Medium-Term to Long-Term Policy development and review of strategy, ICT competencies for teachers, Acquisition of existing e-content, Affordable connectivity, Infrastructure for schools and teacher training, Procurement support and maintenance of infrastructure, New e-content for Rwanda, Evaluation of classroom Performance ,Pre-service and in-service training for teachers  ,Contextualization of content

AT SCHOOL LEVEL

u My contribution at school and classroom is based on different ICT opportunities we have at our school that must be maximized through: The use of internet in research to have e-contents, e-tutor and other digital resources such as books, audio visual materials, maps. The opportunities given to my students to use ICT tools, the motivation to my colleagues to like using ICT as a tool in teaching and learning process.

This  ICT Policy is very sensitive to teaching and learning process where every Rwandan must take it as  serious tools in Teaching and Learning and it will enhance the professional capabilities of our students in the future.
