I think in a draft policy there should be a specific timetable for the students to access internet easily. However the following are the barriers: Wide curriculum that may not give that time. Power problems. Limited space for all the learners in a particular class

hello! according to my own view,these are some barrier which can hinder the use of internet in our school:

-Lack of enough electricity supply

-poor attitudes towards using ICT

-Lack of materials like computers ,fiber optics,etc

-Lack of skilled workers

  • Most people in many schools are not familial with internet because where are located there are luck of antenna for getting internet connection.
  • Luck of money for buying bundle width of internet.
  • Most of them have not electronic tools such computers or smart phones for access the internet.

At my school the first issue is that the students and teachers are not familiar with computer so the ministry of education should focus on ICT training even parents should be trained in order to get knowledge on ICT and then they can help their children.

Rwanda government has to draft policy regarding SMART CLASSROOM in Schools!

REB should plan for the selective access on youtube for students

Barrior to adopt that policy may be:

Accessibility of electricity in the area

Financial means which are limited

Teenagers interested only by movies, social media websites, etc

- In our school we tried to mobilize all teachers to teach using internet but the barrier is that most of teachers are not familiar with computers

- we should use internet in our teaching system but all the classrooms are not computerized

For me the draft of educational policy should be made with the following: 

- Internet is allowed for both teachers and learners

- Learners should be guided to know the use of computers and Internet

- school leader should keep in mind that the use of Internet is important in education

some of the barriers in our local schools are: 

- Some of the students are not consistent with the use of Internet 

- there are not sufficient material such as Internet, Computers, etc.

internet is very good when used while teaching it facilitates a lot of us to communicate to read and to get informed.

but we cannot sit and relax that we have internet and everything every is done as it is used electronically it is a network that should sometimes get lost and we get lost.

so the major challenge is sustainability of the internet its price and insufficient electric power.

Using technology is so much helpful in our daily life especially in education system as it helps teachers and students to acquire knowledge and broaden personal updates. so, to use or access technology requires much attention to make it useful and important.

 -When the teacher is to teach using internet, he/she first has to explain to the students that they have to focus on the topic matter with no other deviation by setting rules of smart classroom.

-When may be am going to conduct training, it is better to talk to them  that even though it is their right to use social media, but focus  only to the content.


 therefore, internet is to be used at the right time in the right place to be profitable instead of destructing one's opportunity of getting interests in using internet.

let me start by local issues at my school; 

The Internet is a source of instructional material to which students and staff members have access both in and outside of schools. The Internet provides access to curricular and other educational material, and experience in searching for, finding, evaluate, and using information delivered electronically

1.the crutch issues, Students are so quick to turn to the Internet to answer questions that some believe critical thinking has gone down the tube. Spelling is no longer something tested if everything is auto corrected and spell checked. This may be a larger issue of technology on our memory and brain strength. Education needs to figure out how to use technology in a way that doesn’t replace knowledge, but reinforces it.

2.the crash issue, now it’s the computer crashed and It was all done before it got erased. 3.old timer Some teachers do not utilize the technology they’ve been given. They have been teaching for years and don’t want to incorporate something new into their time tested lesson plans.  Some schools are pushing instructors to incorporate technology into their syllabus and when it is poorly taught the technology is not used at optimal level.

4.Face book and Twitter, Instagram, YouTube, etc Putting a computer in front of high school students and immediately they open them. And it isn’t just the younger students that are in danger of losing focus; even graduate students can hardly help themselves to online distractions in the classroom.  When keeping students excited and focused on the lesson at hand is one of the hardest task a teacher faces, a computer can be one of the most detrimental things to that student’s learning.

Internet safety issues also arise around the access to and use of the Internet, Internet-ready, and other electronic devices in a manner that promotes safe, civil, and legal online activity for children, digital citizenship and literacy, and recognizing and responding to cyber bullying.

Issues of protecting children from scams, cyber crimes, including crimes by online predators also arise. to allow students and staff access to instructional material from the Internet, to help prevent access to material which is deemed appropriate for classroom use, and to promote safe and appropriate online behavior, the following four-part approach policy is instituted whenever a student or staff member is accessing Internet material from a district facility

 1. Network Use Agreement Any student or staff member using the Internet from a computer in a Seattle School facility must have a valid, Network Use Agreement on file.

2. Filter All school owned computers in all school facilities capable which are capable of accessing the Internet must use filtering software to prevent access to obscene, racist, hateful, or violent material.

 3. Supervision When students use the Internet from school facilities, school employees will make a reasonable effort to supervise student access and use of the Internet. If material is accessed that violates standards in the materials selection procedures or the Network Use Agreement/Acceptable Use Agreement, the school staff member may instruct the person to cease using that material, and/or implement sanctions contained in the Network Use Agreement.

4. Instruction The School Safety Center: All students will be educated about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms, and cyber bullying awareness and response.

just now the basic barrier is to not having the school server so that the electronic supervision on how internet is using will be done easily.

one teacher to manage the use of internet and also teacher his/her subject is a big task.

some teachers abuse the use of internet during off period by downloading acting movies not related to educational.

another issue is that some teachers think that internet is there whatever/however you used it.

slowing down of internet because of mass used of students  at the same time .100 connected computer slowing the speed internet .

The Education internet is good to be used in schools as we see many experiences and the discussions we hard here in training but the problem is still the lack of enough computers and other resources which can help to achieve this issue, the lack of knowledge to use computer, we would like to encourage the ministry of Education to strengthen this project, we peer trainees we are able to support in any help which will be required from us. thanks

 According to my mental,we teachers and administration should sit or meet to gather and set up or among the rules and registrations we have, we should also insert rules and procedures to protect learners or students while using internet.

From our views or debates we can set a rule which can limit students to access inappropriate pictures

The school administration should announce on assemble that it prohibited to use computers while teacher explaining.

 Local issues.Some schools have very big number of oldest teachers who even do not  want to use computer

 Some schools,also have hash head teachers which support teachers to go to library.

Ø  Pupils accessing the Internet should supervised by an adult at all times

Ø  Ensuring there is not unauthorized use of the internet by anyone in the school

Ø  Using all available online teaching resources in the teaching and learning activities involving research and collaboration with other professionals in the education field

Internet should be used accordingly. In order to achieve this, some polices regarding the use of internet must be set up and those rules must be the ones which facilitate all internet users though some barriers may take place. the attached file illustrates some of the safety internet policies I can develop and the challenges that i can met while setting up those policies

Draft policy is to set rules and regulations in using school internet on both students and staff

Darrier to adapt to this may be the school staff resistance. sometime it occurs that the school headteacher is not concerned with the use of internet in education. This appears when there is a problem which requires financial support to solve the problem concerning network connection in our school, some headteachers do not take it into account. (some headteachers do not have knowledge on importance of educational internet in teaching and learning process)

In my school .some of the barriers are: lack of skills about internet access for some teachers meaning that are not familiar with internet.

-lack of internet connection  many schools do not have internet connection such as 4G and Modem for use .

-lack of computers to use for learners in order to get access to internet .

Lack of time for making research  on internet when we need to download videos,images to use In teaching.

Those are some barriers to adoption.

- an invigilating software should be bought  to help the staff know what is being done on the internet in our lab

The Policy

The NYC Department of Education (“Department”) provides access to the Department’s Internet Systems for its employees, agents, students, and volunteers, collectively referred to as “users” for educational and business purposes, in conformance with applicable law.  This Internet Acceptable Use and Safety Policy (“policy”) governs all electronic activity of users using and accessing the Department’s Internet systems, including Department e-mail and Department-provided access to the Internet, and applies to the use of the Department Internet Systems both on and off Department property. 

“The Department’s Internet Systems” means Department-provided devices, Internet connections (including wireless connections) provided by the Department, Department-provided e-mail accounts, intranet and any remote connection to Department systems.  A user is deemed to access and use the Department’s Internet Systems through any electronic activity conducted on the Department’s Internet Systems using any device (whether or not such device is a Department-provided device) regardless of the user’s physical location.

“Department-provided devices” means any electronic device provided by the Department, including, but not limited to, desktop computers, laptops, and hand-held devices, such as personal digital assistants (PDAs), smartphones, iPads, tablets and e-readers. 

Student use of the Department’s Internet Systems is governed by this policy, Department regulations, policies and guidelines, the Citywide Standards of Conduct and Uniform Disciplinary Measures (the “Discipline Code”) and applicable law. Employee use is governed by this policy, Department regulations, policies and guidelines, the Department’s employment policies, applicable collective bargaining agreements and applicable law.

By using the Department’s Internet Systems, a user agrees to follow this policy and all applicable Department regulations, policies and guidelines.  All users must report any misuse of the network or Internet or receipt of any communication that violates this policy to a teacher, supervisor or other appropriate Department personnel.

Student Internet Safety

1.    Department Responsibilities:

The Department will provide curriculum about appropriate online behavior, including interacting with other individuals on social networking websites and in chat rooms, and cyberbullying awareness and response. The Department will work to protect the safety and security of minors when using electronic mail, chat rooms, and other forms of direct electronic communications. As appropriate, the Department will provide students, staff and parents with guidelines and instructions for student safety while using the Internet.

2.    Students Using the Department’s Internet Systems

Students must not reveal personal information about themselves or other persons on social networking sites, in chat rooms, in emails or other direct electronic communications, or any other forum over the Internet. For example, students must not reveal their home address, or telephone or cell phone number. Students   must not display photographs of themselves, or the images of others.Students should not meet in person anyone they have met only on the Internet.
 
Students must promptly disclose to their teacher or other school employee any message or other activity they receive that is inappropriate or makes them feel uncomfortable.Students should not allow Department computers to save their passwords.  

3.    Teachers using the Department Internet Systems, including Social Media for class activities

Teachers should educate students about appropriate and safe online behavior, including interacting with individuals on social networking websites and in chat rooms and cyberbullying awareness and response.  Teachers should refer to the Department’s Citizenship in the Digital Age guide, and other free educational Internet safety resources available on the Internet. Social Media“Social media” means any form of online publication or presence that allows interactive communication, including, but not limited to, social networks, blogs, Internet websites, internet forums, and wikis.  Examples of social media include, but are not limited to, Facebook, Twitter, YouTube, Google+, and Flickr.Schools use a variety of online web-based interactive communication technologies to enhance students’ education and learning. Social media sites must be used only for educational and school related purposes, in connection with lessons and assignments and to facilitate communication with teachers and other students. The Department limits access to these sites to individuals within the Department and Department school officials.  If access to a social media site will extend beyond individuals within the Department or Department school officials, then parent consent is required.Teachers must refer to the Department’s Social Media Guidelines, which are incorporated into this policy, if Internet activities will involve social media.  

4.    Parents:

Although students generally will be supervised when using the Department’s Internet System on school property, it is not practicable for the Department to monitor and enforce a wide range of social values in student use of the Internet. Parents are primarily responsible for transmitting their particular set of family values to their children, and discussing with their children what material is and is not acceptable for their children to access through the Department’s Internet Systems.Parents are exclusively responsible for monitoring their children's use of the Internet when the Department’s Internet Systems are accessed from home or a non-school location.  The Department may or may not employ its filtering systems to screen home access to the Department’s Internet Systems. Parents should inquire with the school or Department.

Using internet is very good in our daily activities of teaching. But there some problem if it is not well managed. The students are attempting to see the pronographic films found on some website and films alike. So for that you have to take care for them while teaching and don't allow them have access to the lab in your absence
