of Rwanda (GOR) Recognize the role that information and communication
Technologies(ICTs) can play in accelerating the socio-economic development of
Rwanda towards an information and knowledge economy. The GOR believes that
Rwanda is equally placed to take advantages of those technologies to facilitate
her socio economic development processes.
