The term competence is defined as the ability to integrate and apply the appropriate sets of knowledge, skills, attitudes, and values to carry out specific tasks in a given context.

We have two main types of competences:

  1. Generic competencies which are transferable and applicable in all content domains. They are a set of basic capabilities needed for surviving the life of the 21st century, both within and outside work (basic life skills, also known as soft skills).
  2. Basic competencies are integrated bodies of knowledge, skills, and attitudes related to one specific domain (subject) within a given profession or orientation but foundational across disciplines.

Apart from the competences, cross-cutting issues (CCI) have also been identified, which connect between different subject areas and which we need to address together. The following eight cross-cutting issues have been identified and integrated into the curriculum:

1.    Peace and Values Education

2.    Genocide Studies

3.    Gender Education

4.    Inclusive Education

5.    Comprehensive Sexuality Education

6.    Financial Education

7.    Environment and Sustainability

8.    Standardization Culture

Development and implementation of the Competence Based Curriculum occurred in three phases. Each phase comprised of sub-phases that led to the development of a complete curriculum document, ready for implementation at the school level.
